Overall, the shot is aesthetically pleasing. I do see where you could have improved slightly as I think you have set the focus (or at least metered) on the dangling necklace part of the outfit and it seems to have left part of the outfit just outside the focal point.
I love the bokeh and you have very effectively pulled back the skyline to accept the models hair -- Very well done.
As far as framing goes, perfectly done. I spent some time trying to figure our why the photograph does not evoke a large emotional response for me, and I think it is that the model is peering down in such a way that here eye-line is in the shot and yet there is nothing for her to be looking at. I suppose it could be taken as shy, but it does not come across that way for me either. Perhaps setting an object foreground or having the model look slightly further ahead to view out of frame?
It's a very beautiful cosplay of Aqua. Though I'm not seeing much emotion. Aqua is a complex character as she is smiling to mask sadness. Here I see her thoughtful (either preparedness or reminiscing) as she feel the sand. Is this what you are going for? If it is, it's a soft lighted side of Aqua I like to see more of.
